A transaction budget and a block’s resource constraint apply at different scopes.
LET’S PICTURE IT
One passenger’s luggage allowance differs from the aircraft’s total cargo capacity.

This example supplies twenty-one thousand gas used. It is a simple teaching input, not a live estimate of a contract call.
This example supplies twenty-one thousand gas used. It is a simple teaching input, not a live estimate of a contract call. With base ten Gwei, priority cap two and total cap twenty, the effective rate is twelve Gwei per gas.Twenty-one thousand times twelve Gwei gives two hundred fifty-two thousand Gwei, or 0.000252 ETH.The base-fee component is 0.00021 ETH and is burned. The priority component is 0.000042 ETH for the block fee recipient.

A transaction has its own allowance
The transactiongas limit bounds resources available to that execution under the protocol’s rules. The sender does not obtain unlimited computation by placing a large number in a field.
A block has aggregate constraints
Blocks have resource limits governing the transactions they contain. A candidate that cannot fit relevant constraints cannot simply demand inclusion by paying a higher tip.
The EIP-1559 target is another quantity
The gas target used in base-fee adjustment is distinct from the maximum block gas limit. Treating target and limit as the same number confuses how temporary demand affects subsequent fees.
Avoid hard-coded current network limits
Protocol rules and configured network parameters can evolve. This lesson explains the scopes without claiming one universal block limit for every chain or date. Our local calculator accepts a gas amount; it does not validate a full block.
