The effective tip can be lower than the requested priority cap.
LET’S PICTURE IT
A customer can offer up to a certain extra rate while also setting a lower overall spending ceiling.

This example supplies twenty-one thousand gas used. It is a simple teaching input, not a live estimate of a contract call.
This example supplies twenty-one thousand gas used. It is a simple teaching input, not a live estimate of a contract call. With base ten Gwei, priority cap two and total cap twenty, the effective rate is twelve Gwei per gas.Twenty-one thousand times twelve Gwei gives two hundred fifty-two thousand Gwei, or 0.000252 ETH.The base-fee component is 0.00021 ETH and is burned. The priority component is 0.000042 ETH for the block fee recipient.

A cap is not always the payment
maxPriorityFeePerGas bounds the extra price above base fee. maxFeePerGas also caps the combined rate. Both constraints matter when determining the effective tip.
Work a clipped-tip example
If base is 30 Gwei, priority cap is 3 and total cap is 31, the effective priority fee is 1 Gwei per gas. The combined effective execution price is 31, not 33.
A tip does not repeal validity
A high priority cap does not authorize an invalid nonce, an impossible balance change or code that bypasses a permission check. It also does not guarantee a specific selection or ordering result.
Inspect what was actually paid
A receipt’s effective price and the block’s base fee can help explain the effective priority component. Keep per-gas rate separate from the total amount, which also depends on gas used.
